Low fuel pump pressure can cause low float bowl levels. Easier for the float to shut off two psi of fuel pressure than 6 psi. However, R2 fuel pump flow problems usually manifest themselves in the higher rpm ranges first. Usually it will accelerate strong off the line and run out of fuel at about 3 or 4k rpm as boost builds above the fuel pump output. Two ways to check fuel pump flow: 1. For low rpm problems like yours, insert a clear plastic fuel filter just before the carb. Only costs a few bucks and can be removed if you are trying to keep things OEM. The filter should stay more than half full and when the engine is running, show consistent surges of fuel flow as the pump cycles. 2. For high rpm problems, buy a vacuum/pressure test guage (less than $20) put a tee in the fuel line, connect the guage, run its rubber hose out the side of the hood and tape it to the rear view mirror. Do not run a pressurized fuel line into the cockpit with you! Run the car up to the rpm/load where the problem exists.
